The European Commission (EC) FP7 is the short name for the Seventh European Union Framework Programme for Research and Technological Development. This is the EU's main instrument for funding research in Europe and ran from 2007-2013. FP7 is also designed to respond to Europe's employment needs, competitiveness and quality of life.

The program has funded over 50 billion € and has been seen as a key tool to respond to Europe's future growth. 

The IPACSO project was started late 2013, but will continue to be run under this program until 2015. 

As of November 1st 2015, the IPACSO project turned into the IPACSO Community and will be mainly sustained by LSEC - Leaders in Security, one of the founding partners of IPACSO - still supported by the founding partners TSSG, RIKON, Vasco, Espion and DIW.

Since 2014 FP7 was succeeded by Horizon 2020. H2020 is the biggest EU Research and Innovation programme ever with nearly €80 billion of funding available over 7 years (2014 to 2020) – in addition to the private investment that this money will attract. It promises more breakthroughs, discoveries and world-firsts by taking great ideas from the lab to the market.

IPACSO has been participating under the DG CONNECT (European Commission Directorate General for Communications Networks, Content and Technology), more specific under the unit H.4 Trust & Security, part of the Directorate for Sustainable and Secure Society. This Directorate adresses ICT challenges for a sustainable, healthy and secure society. Develop a full-cycle roadmap to get the output into the EU economy, through innovation tools such as pilot-lines, precommercial procurement, and standards. DG lead for Horizon 2020/Societal Challenges. The Unit develops policy, research and innovation solutions and carries out activities enhancing the security of Internet networks and services and the protection of citizens' on-line privacy and security.
